Inflation Cools in October

In a report released by the Bureau of Labor Statistics (BLS) last week, the Consumer Price Index (CPI) showed that inflation slowed during the month of October, even decreasing in many areas. From September to October of last year, overall inflation rose 3.2 percent compared to 2023 when no increase was recorded during the same time period. Food and energy prices, also known as core inflation, were only 0.2 percent last month, which is slightly lower than the two months prior. Specifically, the energy index fell 2.5 percent which included a 5 percent decline in the gasoline index. Inflation for all items other than food and energy also slowed from months prior with only a 0.2 percent increase being seen in October.

State Economists Issue Updated Revenue Forecast

Last week, the South Carolina Board of Economic Advisors (BEA) issued revised General Fund revenue forecasts for FY2023-24 and FY2024-25. Thanks to continued economic growth and prosperity throughout South Carolina, the state’s General Fund revenues continue to exceed expectations prompting the BEA to raise its estimates for both fiscal years.

For FY2023-24, the BEA increased its estimate by $426.8 million to $12.89 billion. The new estimate for this fiscal year will leave state budget writers with a one-time surplus of $448.1 million. Combined with the prior year’s surplus and the FY2023-24 Capital Reserve Fund, lawmakers will have $896.1 million in one-time funds available to appropriate for non-recurring purposes.

For FY2024-25, the BEA increased its forecast to $13.21 billion meaning that budget writers will likely have $673.1 million in new recurring revenues to appropriate during this year’s budget process. The BEA notes that the growth projected in the revised FY2024-25 revenue forecast “…is sufficient to trigger the next individual income tax rate reduction from 6.4 to 6.3 percent for tax year 2024.”

Key contributors to the continued stronger than expected revenue collections include wage growth, sales tax collections, and corporate income tax collections. More information on the revised forecast can be found here.

Florence 1 Schools Has Been Named Most Equitable School District In South Carolina

Florence 1 Schools has been named the most equitable school district in South Carolina, according to a new study by WalletHub. The study evaluated nearly 13,000 school districts across the country, ranking them based on per-pupil spending and the average household income. Districts were assigned an overall score, with a low score being indicative of greater equity. Florence 1’s score was 0.28, half the score for Spartanburg 2, the district ranked second in the state.

The ranking was created based on data from the U.S. Census Bureau and the National Center for Education Statistics. According to that data, Florence 1’s expenditures per pupil are $12,398 and the average household income is $54,784. By comparison, Spartanburg’s per pupil expenditures are $10,368 while the average household income is $62,550.
